Victoria was born and raised in Warren, Ohio. Victoria has been married to Peter Cicero for 44 years. They have 3 children: Peter Rocco Cicero of Rancho Mirage California, Father Christopher James Cicero, Pastor of St. Teresa of Calcutta Parish, a daughter, Angelene Cicero Schumacher (husband Tyler Schumacher), and a grandson, Jude Cicero Schumacher, of Warren, Ohio.

Victoria is the housekeeper for the rectory.
